Brick, Block & Steel Lintel Trade Morning

In June last year the U value for walls reduced to 0.18Wm2k from 0.28Wm2K. If using brick then the choice seems to be wider cavities with glass wool insulation or 100mm cavity with PIR insulation. What is best? Cost effective?
